Information, advice and guidance is an umbrella term covering a range of activities and interventions that help young people to become more self-reliant and better able to manage their personal and career development, including learning.

IAG and Targeted Youth Support (TYS) - Sometimes young people need more specialist guidance and support to help them overcome challenges they may be facing.
Who is TYS aimed at?
Targeted Youth Support (TYS) is aimed at helping vulnerable young people early, and in addressing their difficulties as soon as possible, preventing their problems escalating. This means working with young people who may not meet traditional thresholds for statutory or specialist services.
TYS provides a timely, co-ordinated and effective response to vulnerable young people.
In North Yorkshire, TYS is being led by Integrated Youth Support (IYS), part of the County Council’s Children and Young People’s Services. IYS is not a service but has a strategic, and partially operational lead, to better integrate a number of services that support young people, including Connexions and the prevention arm of the Youth Justice Service. Other services that are currently contributing to TYS across the county of North Yorkshire include 4Youth, Education Welfare Service and a number of voluntary organisations.
A common referral system to TYS has been developed and is now in operation.

Who should be referred to TYS?
In North Yorkshire, TYS is available for young people aged 11-19 years old (and up to 25 years for young people with Learning Difficulties and Disabilities).
The North Yorkshire Vulnerability Checklist helps identify young people’s level of need (universal, early intervention, complex and intensive). The Level 2 (Co-ordinated Early Intervention) provides the indicators for when it may be appropriate to refer to TYS. It would be usual for young people requiring TYS to have a number of issues at level 2 that cannot be provided by a single service.

Who can make a referral to TYS?
Anyone can make a referral to TYS. This may be a young person who self refers, a parent/carer, practitioner or partners.

How do I make a referral to TYS?
All referrals should be made via the local IYS Hub (see contacts). Referrals will be accepted via drop-in, phone, email, fax, or post. A referral form should be completed by the person making the initial referral or if it is a self referral or from a parent the IYS Hub staff receiving the referral will complete the form with information provided by the young person or parent/carer.

What about consent from young people?
In order for a referral to be made to TYS, consent must be obtained from the young person. The person making the referral will be responsible for obtaining the consent.
For young people aged 11 – 12 parent/carer consent will also usually be required and for young people aged 13+ Fraser competencies will apply in gaining their consent. For further information on obtaining consent refer to the national Information Sharing Guidance for Practitioners and Managers.

Who receives the referral request?
All members of staff working from the IYS Hubs will receive referrals. Member of staff working from the IYS Hub will have an enhanced CRB check, and will comply with safeguarding policies, procedures, information sharing and customer care standards.

Who will referrals be allocated to?
Referrals will be allocated to a range of TYS practitioners who are able to provide support to young people with level 2 needs. TYS practitioners come from a range of professional backgrounds but all are skilled at providing support to young people, and working with a network of colleagues to meet the young person’s needs.
